needed.\u201d<\/em><\/strong><\/p>\n\n\n\n<p>Omar, who holds charge of both departments, made this statement during <strong>Question Hour<\/strong> in the Legislative Assembly in response to <strong>NC MLA Javid Hassan Beig\u2019s queries<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\ud83d\udccc <strong>GPF Payment Delays &amp; Treasury Constraints<\/strong><\/h3>\n\n\n\n<p>Addressing concerns over <strong>delays in General Provident Fund (GPF) payments<\/strong>, the Chief Minister admitted that treasury constraints sometimes slow disbursements but assured efforts to <strong>expedite payments<\/strong>.<\/p>\n\n\n\n<p>\ud83d\udd39 <strong>\u20b95,476 crore<\/strong> disbursed as GPF in <strong>FY 2024-25<\/strong><br>\ud83d\udd39 <strong>Delays linked to treasury position constraints<\/strong><br>\ud83d\udd39 <strong>Govt committed to ensuring timely payments<\/strong><\/p>\n\n\n\n<p>\ud83d\udde3\ufe0f <em>\u201c<strong>We are making every effort to release GP funds to employees as quickly as possible.\u201d<\/strong><\/em><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\ud83d\udcca <strong>Finance Department\u2019s Role &amp; Digital Transformation<\/strong><\/h3>\n\n\n\n<p>Omar clarified that <strong>fund allocation\u2014whether Revenue or Capital Expenditure\u2014is strictly managed by the Finance Department<\/strong>, as per statutory norms.<\/p>\n\n\n\n<p>\ud83d\udd39 <strong>BEAMS (Budget Estimation, Allocation &amp; Monitoring System)<\/strong> ensures real-time fund allocation<br>\ud83d\udd39 <strong>IT-enabled platforms like PAYSYS, PROOF &amp; Treasury Net<\/strong> improve transparency and efficiency<br>\ud83d\udd39 <strong>Janbhagidari portal allows citizens to track fund releases &amp; monitor public projects in real-time<\/strong><\/p>\n\n\n\n<p>\ud83d\udde3\ufe0f <strong><em>\u201cEMPOWERMENT through Janbhagidari gives people a direct role in overseeing development projects.\u201d<\/em><\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\ud83d\udcb0 <strong>NHPC Allocates \u20b928.67 Cr for J&amp;K Under CSR<\/strong><\/h3>\n\n\n\n<p>Responding to <strong>PDP MLA Waheed ur Rehman Para\u2019s query<\/strong>, Omar revealed that <strong>NHPC has earmarked \u20b928.674 crore for Corporate Social Responsibility (CSR) projects in J&amp;K<\/strong> for <strong>FY 2024-25<\/strong>, as part of its <strong>\u20b9167.93 crore<\/strong> pan-India CSR budget.<\/p>\n\n\n\n<p>\ud83d\udd39 <strong>Key Focus Areas:<\/strong><br>\u2714\ufe0f Health &amp; Sanitation<br>\u2714\ufe0f Education &amp; Skill Development<br>\u2714\ufe0f Rural Development<br>\u2714\ufe0f Sports &amp; Disaster Management<\/p>\n\n\n\n<p>\ud83d\udd39 <strong>CM\u2019s Assurance:<\/strong> MLAs will be <strong>consulted in CSR project planning<\/strong><br>\ud83d\udd39 <strong>Community Participation:<\/strong> CSR funds should <strong>align with local priorities<\/strong><\/p>\n\n\n\n<p>\ud83d\udde3\ufe0f <em>\u201c<strong>We will ask NHPC to involve MLAs and communities in planning
