Commissioner\/Secretary, Youth Services & Sports (YSS)<\/strong>, Yasha Mudgal<\/strong>, today chaired a high-level meeting to review the Revised Estimates (RE) 2025\u201326<\/strong> and Budget Estimates (BE) 2026\u201327<\/strong> for both Revenue (Revex) and Capital (Capex) components of the department.<\/p>\n

The meeting was attended by the Director General, YSS<\/strong>, Director NCC<\/strong>, Director Finance (YSS)<\/strong> and the Secretary, J&K Sports Council<\/strong>.<\/p>\n

During the discussions, the Director Finance presented a consolidated overview of the budgetary requirements of all Heads of Departments, supported by performance indicators, physical achievements and projected needs for the upcoming financial year.<\/p>\n

\u2018Maintain Fiscal Discipline, Avoid Inflated Projections\u2019: Yasha Mudgal<\/strong><\/h3>\n

Yasha Mudgal stressed the importance of strict fiscal discipline<\/strong>, realistic assessment of departmental needs and alignment of all proposals with government priorities and welfare-oriented initiatives.<\/p>\n

She directed that inflated projections must be strictly avoided<\/strong>, and every financial demand should be backed with verifiable data and sound justification.<\/p>\n

Revenue Augmentation & PPP Focus<\/strong><\/h3>\n

The meeting held detailed discussions on boosting departmental revenue<\/strong> through:<\/p>\n

    \n
  • optimal utilisation of existing facilities,<\/li>\n
  • improved digital integration,<\/li>\n
  • adoption of Public\u2013Private Partnership (PPP)<\/strong> models,<\/li>\n
  • tourism and event-based collaborations,<\/li>\n
  • increased Corporate Social Responsibility (CSR)<\/strong> contributions, and<\/li>\n
  • rationalization of user fees across departmental assets.<\/li>\n<\/ul>\n

    Heads of Departments were instructed to dispose of and auction unserviceable items<\/strong> lying in various offices to ensure transparency, space optimisation and better revenue realization.<\/p>\n

    Push for CSR Funding & Tourism-Linked Activities<\/strong><\/h3>\n

    The Commissioner Secretary emphasised intensified efforts to attract CSR funding<\/strong> to strengthen youth-centric programmes across the Union Territory.<\/p>\n

    She also highlighted the need to enhance the tourism potential of youth hostels and allied departmental infrastructure<\/strong>, calling for improved visibility, service standards and partnership with tourism stakeholders.<\/p>\n

    Instructions for District & Sectoral Officers<\/strong><\/h3>\n

    All district and sectoral officers were directed to submit fully justified proposals under M&S, M&E, M&R and outsourcing<\/strong> heads to ensure efficient utilisation of funds and operational preparedness.<\/p>\n

    The meeting also underlined the need to enhance the department\u2019s overall spending capacity<\/strong>, ensuring timely and effective use of budget allocations.<\/p>\n
