I thank everyone for placing their trust in me. I assure you that I will always discharge my duties in an impartial and fair manner,\u201d Birla said.<\/p>\n<h3>Right to Speak According to Rules<\/h3>\n<p>Responding to allegations that Opposition MPs were not being allowed to speak, Birla clarified that every member is entitled to speak as per the established rules of the House.<\/p>\n<p>\u201cSome members had said that Opposition MPs are not given a chance to speak. I want to make it clear that whether it is a minister or an Opposition MP, every member has the right to speak according to the rules,\u201d he stated.<\/p>\n<p>He further emphasised that parliamentary proceedings are conducted strictly according to rules that apply equally to all members.<\/p>\n<p>\u201cThe House functions according to rules. These rules have not been made by the government or the opposition, and they are enforced equally on every member,\u201d Birla said.<\/p>\n<h3>Notice Required for Speaking<\/h3>\n<p>The Speaker also explained that members must give prior notice before participating in debates or discussions.<\/p>\n<p>\u201cWhether the speaker is the Prime Minister, a minister or any other member, they must give notice to speak. Only after that can they be allowed to speak. No member has the right to speak out of turn in the House,\u201d he added.<\/p>\n<h3>Protests in the House<\/h3>\n<p>Birla\u2019s return to the chair was accompanied by protests and sloganeering from members of the <strong>INDIA bloc<\/strong>, which disrupted the proceedings.<\/p>\n<p>As protests continued, Birla urged the members to allow the <strong>Question Hour<\/strong> to function, describing it as an important part of parliamentary proceedings where MPs can raise issues and hold the government accountable.<\/p>\n<p>The House proceedings were eventually adjourned at around <strong>11:04 am<\/strong> amid the disruptions.
